Will Star Trek Discovery be aired on the same date everywhere or the US first?

Short answer: Within 24 hours of US Premiere according to Netflix (July ’16)

According to the press release published on StarTrek.com when the series was announced. “This new series will premiere to the national CBS audience, then boldly go where no first-run Star Trek series has gone before – directly to its millions of fans through CBS All Access”.
We don’t speak no Americano but we think this says “we’re putting the first episode on national TV, then you’ll watch the rest on our own streaming service.”

Will episodes be streamed weekly or by season

Weekly according to interview with Les Moonves CBS CEO (May ’16) although we find press releases regarding premiere of episodes rather ambiguous.
UPDATE: The 15-episode season will be released in two chapters. The first eight episodes will run from Sunday, Sept. 24 through Sunday, Nov. 5. The season will then resume with the second chapter debuting in January 2018. – Source: StarTrek.com

Will Discovery be in the Prime or Kelvin  Timeline (JJ Verse)?

Prime Universe. According to former showrunner and co-creator Bryan Fuller at a panel at San Diego Comic Con 2016 as reported by iO9.
However this has not been confirmed by any official Star Trek/CBS announcement (that we have seen). Could it be more complex and jump timelines? At this time it’s all speculation.
